1. About bizSAFE
Programme Overview
bizSAFE is a nationally recognised capability building programme designed to help companies build workplace safety and health capabilities. The programme includes SGSecure (PDF) elements to help companies to put in place measures to manage potential terror threats.
Though it is structured as a 5-step programme, your company may apply for a level directly as long as it meets the level’s requirements.
If you need help to kickstart workplace safety and health (WSH) in your company, you may consider applying for StartSAFE. Please note that this programme is on a first come, first served basis.

bizSAFE Level 1
Why You Should Apply
bizSAFE Level 1 recognises that your company is aware of its legal obligations under the WSH Act, and is able to develop a WSH policy.
How to Qualify
Your company’s top management must obtain a Certificate of Attendance by attending one of the following:
- A half-day bizSAFE workshop; or
- An e-learning course

How to Apply for bizSAFE Level 1
You may apply for bizSAFE Level 1 by completing the application form. Once we approve your application, you will receive your company’s bizSAFE Level 1 e-Certificate and your company’s details will be updated on the bizSAFE Marketplace.
bizSAFE Certificate Validity
Your company’s bizSAFE Level 1 certificate is valid for 6 months from the approval date.
If the top management changes or leaves your company, the newly appointed top management must attend the course or workshop as soon as possible to maintain your company’s bizSAFE status.
You cannot renew your company’s bizSAFE Level 1 status once it expires.
bizSAFE Level 2
Why You Should Apply
bizSAFE Level 2 recognises that your company has a trained Risk Management (RM) Champion that knows how to facilitate and mobilise relevant employees in:
- Developing a risk management plan; and
- Conducting a risk assessment.
How to Qualify
Your company must have one of the following:
- bizSAFE Level 2 RM Course after 2007;
- Statement of Attainment for the “Develop Risk Management Implementation Plan” course;
- Statement of Attainment for the “Workplace Safety and Health Control Measures” course;
- WSH-related qualifications that meet the requirement to apply as a registered WSH Officer ; or
- Workplace Safety and Health (WSH) Officer Licence.

How to Apply for bizSAFE Level 2
You may apply for bizSAFE Level 2 by completing the application form. Once we approve your application, you will receive your company’s bizSAFE Level 2 e-Certificate and your company’s details will be updated on the bizSAFE Marketplace.
bizSAFE Certificate Validity
You cannot renew your company’s bizSAFE Level 2 status once it expires.

A Statement of Attainment for the Level 2 Course | Valid for 6 months from approval date. If the RM Champion changes or leaves your company, the newly appointed champion must attend the course as soon as possible to maintain your company’s bizSAFE status. |

bizSAFE Level 3
Why You Should Apply
bizSAFE Level 3 recognises that your company has conducted risk assessments for every work activity and process in your workplace, in compliance with the requirements in the WSH (Risk Management) Regulations.
How to Qualify
Your company must have one of the following:
- Risk Management Audit Report (See audit details below);
- Singapore Contractors Association Ltd’s (SCAL’s) Singapore List of Trade Subcontractors (SLOTS) certificate; or
- Joint Commission International (JCI) certificate.

How to Apply for bizSAFE Level 3
You may apply for bizSAFE Level 3 by completing the application form. Once we approve your application, you will receive your company’s bizSAFE Level 3 e-Certificate and your company’s details will be updated on the bizSAFE Marketplace.

You can renew your company’s bizSAFE Level 3 status two months before it expires.

bizSAFE STAR
Why You Should Apply
bizSAFE STAR recognises that your company’s Workplace Safety and Health Management System (WSHMS) identifies, manages and controls workplace risks or hazards in compliance with the Workplace Safety and Health (WSH) Act and international standards such as ISO 45001.
How to Qualify
Requirement before 1 April 2021
Your company must have one of the following:
- An accredited SS506 certificate, ISO 45001 certificate or equivalent certificate issued by the Singapore Accreditation Council’s (SAC) certification bodies; or
- A non-SAC accredited ISO 45001 or OHSAS 18001 certificate and a valid Risk Management Audit Report (See bizSAFE Level 3).
Note: With effect from 1 April 2021, your company must submit one of the following certifications with a Risk Management Audit Report:
- SS506 Part 1; or
- SS506 Part 3 / SS651; or
- ISO 45001 accredited by Singapore Accreditation Council (SAC); or
- ISO 45001 accreditation body recognised under Mutual Recognition Arrangement (MRA).
The Workplace Safety and Health (WSH) Council will not accept OHSAS 18001 and non-accredited ISO 45001 certification that are approved after 31 March 2021.
How to Apply for bizSAFE STAR
You may apply for bizSAFE STAR by completing the application form. Once we approve your application, you will receive your company’s bizSAFE Level STAR e-Certificate and your company’s details will be updated on the bizSAFE Marketplace.
bizSAFE Certificate Validity
Your bizSAFE STAR certificate is valid until your company’s WSHMS certificate expires. You can renew your company’s bizSAFE status two months before it expires.
